Yes but not complete cancellation to very loud noises. I’ve found AirPods Pro 2nd Gen has better noise cancellation but these are better than the AirPods Max

Thank you for your question. Yes, you can use the noise canceling function of the headphones without playing any audio. The Noise Canceling feature of these Bluetooth® headphones is initially set to automatically turn off after five minutes. You can change the Automatic Power Off setting in the Headphones Connect app from 5 minutes to 30 minutes, 1 hour, or 3 hours or, if you want Noise Canceling to stay on all the time, just simply tap Do not turn off.

Note: It is very effective at removing everyday ambient noise. The noise canceling function works primarily on noise in the low-frequency band such as vehicles and air conditioning. Although noise is reduced, it is not completely canceled. These should be pretty effective at canceling out noise and even more so if you have audio playing while the noise cancelation features are on.
