“Are these earbuds used only to cancel out background noise or can they be used to hear music played from another source? My main interest would be to use these and not hear anything at all, blocking all sound, is that possible?”

There are not such thing as earbuds that will block all sound. They are Bluetooth and work like any other earbud but have the features of noise canceling which dampens noises surrounding the user. Specifically it dampens noise, not eliminate it.
