I have 3 Rokus in my house and have set up another in my father's apartment. I've never had to pay to register any of them. You MIGHT need to sign up with a streaming service if you don't have a cable subscription. But that has nothing to do with "registering" a Roku.

If it's a recent purchase try calling Best Buy Geek Squad (I've always had good luck with them). If they can't help you they can usually provide a phone number for the product customer service.
