• Yes, I would definitely say it is. I wouldn’t say you could soak it in water, but if you were walking in the rain, your computer would be dry.

• Yes. But you don't want to bathe it in a flood. It gives adequate protection for the tool it is designed for, keeping it safe so you can quickly transition to dry place.
