“I have referenced google inquiries that say that the HOOPLA DIGITAL app can be used with this tv, Why when I try to do this through the downloaded app it acts like it is downloading but it does not show in my selections to watch.”

Use a browser source like Amazon Silk (on the TV) to go straight to the internet and download the App just like a computer. It should work then when you load it.
