Do these phones use wifi before using data minutes? null

NO, but you can go to settings and they will. This question is not listed on a phone advertisement ... but on a Total by Verison Data plan. ALL of my phones can be set to do that but they are all Samsung. I have no idea about your phone.

No you have to switch service to wifi if you want to save your data. It's easily switched back and forth but it stays on mobile network unless set up different otherwise
