Its silicone and a hard plastic very durable I dropped mine in a parking lot and they got ran over and they still work!

Yes, they are made of some sort of clear plastic. Great for storing cards! I use them for Pokemon and Sports Cards. There is a chance, that they could have a minuscule amount of dust from the factory in the sleeves (I put this in my review of the item). I recommend using a penny sleeve for your cards and then put them in the toploaders!
