• If you have a HTPC to record there are no fees. If you use the Silicondust DVR service it is $35 a year right now.

• While there are options that will allow you to record without paying a fee, you will typically pay a small fee for guide service, which will make scheduling recordings easier. I use the Channels app on the Apple TV. The guide is $8/mo but well worth it. Plex DVR is part of their Plex Pass, which is a paid add-on.
