Can a valve steam card be used on a ships WiFi null

If you have internet access and can sign into your steam account the card should work. The only problem is the cruise liner may not be in the region that you normally are. If it shows you as accessing from say Brazil instead of the USA you may purchase something that ends up being region locked.
