• If by "money", you mean funds to be purchase content on Steam, then yes.

• No. The funds on the card can only be applied to a steam account.

• A steam wallet card is a terrible way to send money. A recipient can only 'spend' this money through the steam game store. That's a really limiting concern and ultimately I answer your question with 'NO'.
