• Upon checking, only if it's digital. Physical steam cards are usually region locked and can only be redeemed by accounts using the same currency as the card.

• According to answers on the Internet, the only restriction is the currency which your actual Steam account is based on. If your Steam account if based on USD currency then in that case a gift card like this (purchased in USD currency from Best Buy) should be redeemable on your account. If it doesn't work, you would probably have to work with Best Buy and/or Steam Customer Support to resolve the issue, but I'm confident one of them will help you out or ultimately you may be able to return it to Best Buy based on your situation or sell it to someone else that it might work for.
