“Is the turntable part, under the lid, supposed to be raised..enough to see the wires below?”

No , I don’t think you should see any wires I don’t. Victrola
Sorry, there was a problem. Please try again later.On the one I have, nothing under the turntable itself. If standing over it, can see a couple of wires through the gaps around the tone arm, but you have to look for them.
