“Does the monitor adjust up and down on the base? I need a screen that's higher up based on my desk and chair?”

No it does not adjust up and down , making Higher or Lower.....but I bought a wooden boxed in drawer years that is the size to hold letter size paper it raises my monitor up 2.75 in. ....just shop around you can find something to raise you monitor.....this is a very nice monitor, crisp, clear and good color.
