The sound bar would not be able to control the volume of the TV speaker's audio, only the volume of the sound bar audio. For most TV's you will only be able to use either the sound bar audio or the TV audio but not both at the same time. The ability to use ear buds at the same time as the TV audio would be dependent on the audio settings available in the TV. However, if you are wanting to send audio from the sound bar to your ear buds, this would not be possible as the sound bar is only able to receive audio from connected devices and is not able to send audio out to devices.
