“We do not use the smartcast feature but from time to time smartcast will randomly try to connect and/or the "terms and conditions" will pop up, this is beyond annoying. Is there any way on this model to permanently disable smartcast?”

I just retired and got this to put in my rv for traveling and have not used it very much. I set mounted it and set up then maybe matched an hour. Go to manufacture website you may find out more about disabling
