Parental controls can be set for program ratings, locking certain channels, and unrated content when using a device connected using a composite video cable or a coaxial cable, such as a VCR, satellite or cable box, or DVR. The developers of each individual app on the SmartCast platform determine the availability of parental controls and how they are adjusted. I would recommend to contact YouTube support for further assistance with parental controls with in the YouTube app.
