Yes, you can simply uninstall Webroot SecureAnywhere before switching your OS or you can setup an online account with the link below and manually deactivate it before reinstalling onto your Windows 7 OS.

As I know your Webroot software could be used by 1-3 users (depends what was written on your software enclosure). So, you could reinstall the same software on the same computer.

I think that as long as you get the version that is good for up to 3 devises I think you would be ok. I'm not that computer savvy but I'm sure the Geek Squad at Best Buy can answer that question better for you.
