• Hi! Yes, this TV can be used just to play DVD's. You don't need cable or internet in order for the TV to functon.

• Lol! Yes, assuming the DVD player even works. Mine does not. Be sure you can do a return if you buy it. I bought mine during the height of COVID 19, and when I tried to do a return I was told no.
