“I’m planning to mount this. The bottom 2 vesa mount holes are different size than the top 2 vesa holes. The bottom holes appear to be standard 4mm but the top holes are a bigger size. I’ve never seen this before. What size are the top 2 screws?”

Per the manual... 4 pcs of type M6 screws are required for installing the wall mount bracket to your Westinghouse TV. -Do not use screws that are longer than 8mm.
