A:AnswerThey have been consistently restocking on Fridays. Not every Friday, but on the first have of Fridays is going to be your best chance to try and get one ordered online for pickup, as you can’t go into a store to buy one, but they don’t deliver.
A:AnswerAfter Christmas is when you can expect to see it in stock anywhere. The demand on the scalpers market on ebay will drop down and there will be less incentive to use bots to take all the consoles from the retailers.
A captcha would have mitigated this without putting significant money into web development to detect bots.
Don't buy it from a scalper, if something goes wrong, you can't return it.

Another tip is to have your Best Buy account fully set up with all of your info along with your payment methods on file so when they’re restocked, all you have to do is sign-in and add to cart as quickly as possible cause these things sell out within the first minute. That’s how I was able to purchase mine and it worked
