Would PCIe 3.0 still give the claimed clock speeds? null

It gonna work on PCIe 3.0 ... even some first generation of new motherboards for z490 chipset works on PCIe 3.0 ... PCIe 4 going to start work a little later...

Yes and up to Game Clock 1560Hz, Boost Clock Up to 1620MHz, Stream Processors 2304, Memory Bus 192 bit, Memory Clock 12 Gbps With the newer chipsets (570x) and support to PCIe 4.0 the memory clocks will reach 14 Gbps. I am running at PCIe 3.0 and its awesome!

Unless you have quad gpu setup or something a pcie 3.0 is more then enough.
