The Zoom H1n will not do what you are asking it to do. To be honest, I cannot think of anything that does that you can buy reasonably inexpensively.

you can buy cases for the h1n that will proiect it from rain but if you want something better go with the H4N it is more expensive but it has additional features and is water resistant
