I don't know how these other users got their email set up but it takes 15 minutes or less to get my iTunes Gift Cards (Email Delivery) to my iCloud Mail account. I don't know about other people, but I had no trouble. Placed my order and about 20 minutes later got my code and typed it in and bought music from iTunes. Being digital delivery and having no tax made it really convenient. It showed up in my regular mailbox, but maybe some people are having their codes delivered to spam or junk folders.
