They are in the ear but target those who may not be a fan the inner gummie feel. Also for those who don't need or prefer noise cancelling (ANC).

My old ones (AirPods 2nd gen) had battery problems and would shut off every 10 mins. This is a nice upgrade. It’s so easy to use and great for use in the gym, school, etc. I didn’t like the AirPods pro 2nd gen because of the noise canceling (it would make my ears hurt). This is the best AirPods in my opinion!
