Issue with chipset fan location

The chipset fan is 100% blocked when you install a graphics card in the main PCI-E slot. All the plastic surrounding it hides a small heatsink that probably doesn't do much. My system was shutting down under load after about 15 minutes of gaming. I believe it was due to this design flaw.

After receiving new board I did a complete new build AMD Ryzen 7 3700x 16gb ddr4 3000mhz 850W psu mvme2 ssd and RX 590 8gb video. The bios did not have correct info on ram until I did 3 or 4 restarts then it recognized it. The cpu runs in the 51% on multiple benchmark tests. The sad part is I know it could be a good card if I get all the bios settings correct
