It is suppose to stick to any surface but if it can't stick to a smooth windshield then I won't ever try it on the textured dashboard. Also though the head does swivel and turn the range is very limited. Really only made to be mounted like it is illustrated straight up and down..

The bottom of this device comes with some sort of sticky product that really clamps to your dashboard or window. At times it’s a bit stiff to adjust but I rather be a bit too stiff than a bit too loose. Overall I am content with this purchase and would buy again if I had to.
