The Avengers, Nolan's Batman Begins and Dark Knight, Deadpool, Guardians of the Galaxy... super hero movies have seen a drastic uptick in quality in the past 10 - 15 years. But rarely do they put themselves under the microscope, lower the stakes, and still manage to fire on all cylinders. The "Marvel Cinematic Universe" characters have been around kicking butt for a while, and now are forced to ask themselves, "Are we the problem?" The "who watches the watchmen" and collateral damage and unchecked power themes are not new to the genre per se, but Civil War navigates those themes confidently, while maintaining believable character interactions and motivations. There doesn't seem to be a lame line of dialogue or obvious bad actor to be found here. Maybe it's not "the best" super hero movie. Maybe that isn't even that important. Sequels too often leave you disappointed, but the Captain America movies keep getting better and better.
