Couldn't get more than 4000mhz with xmp enabled

Could only get it to go 4000mhz with a 14700k and b760m MSI mortar. Yes xmp enabled, very strange. But it does run smoothly without stuttering on a 120hz 4k TV with a 4080 super powering it.
