If you are looking for performance at 3200mhz, Corsair's LPX line is a better value, in addition to being dual rank at the 2x16gb tier.

I was trying to understand why only got 2800MHz out of them and noticed that one of my kits was Samsung and the other was Micron.

Please don't mix/match any kits to avoid issues, If you require 32gb then do purchase a 32gb kit.
