It was clogged with dust on the fan and heat sink, so to take it apart and clean you have to redo the heatsink with thermal paste. It worked and stopped overheating.

At first i thought that i didnt apply it correctly. Open back the cooler up, see that it was fully covered and evenly distributed with even pressure, so did it agian to see. still not improving, decided to go with arctic silver and 10 degree drop in an instant. Maybe i got a bad batch of product, idk
