Energize packaging completley open. New batteries?

Upon receiving the package, the outside was dirty as if it had been rolled around in the dirt. This may not be Best Buy's fault. However, upon opening the sealed shipping package, the Energizer packaging was completely open, ripped, and bent. All of the batteries were loose in the shipping packaging. I don't have a volt meter so can't test to see if the batteries are new or used. My purchase did not meet my expectations and, for a pack of batteries, they were not high.

Best to go with name brand batteries

Batteries are barriers, there really isn’t that much to say. Just don’t ever buy the really cheap ones.
