Well, after more than 12hours of charging for the 1st time, it did turn green! I guess the reviewers were mislead by the 5hr charge time, but perhaps not for the initial charge. So, yes, give it some time, maybe even a whole day, before complaining about a "defective" charger. Oh, and plug it into the wall socket, not a surge protector or a cord. The only thing is it doesnt have seperate charge lights for each battery. And the batteries it comes with could have higher Mah, but for the price it's a good value.
