This tower fan is relatively quiet and produces a variable stream of air with oscillation option. It was sale priced and I used some rewards points to make the purchase.

Honeywell Tower Fan

It has several modes (speeds) and the timer feature is nice. At the low settings it's very quiet. The only reason I'm not giving 5 stars is that the stand "creaks" when you move it.

Not sure if it would make a whole room cool though. The room that I use it in is small and it doesn't cool the whole room. It does the job for me though. If you are looking to cool a whole room then I suggest you maybe look into something different.
