Just Okay PC

It works but the fans installed are so loud. You can't control or sort of isolate them individually. I have to turn one whole side of the fan off just so the humming isn't so loud. I feel like after a while, the fans got louder so they already eventually beed replacing. I tried to replace the CPU and one of the screws to remove the section by the motherboard is completely stripped. Of course its the place I need to get to. Who would leave a small screw stuck and stripped like that? So did I buy a used PC? I had to buy it but I don't recommend it.
