Using a CableMatters adapter my Surface Laptop 3 (with i7 CPU and Intel graphics) easily drives both monitors and its own display at these resolutions and frequencies. The Insignia cable doesn’t work for either monitor at full spec. The 4K works up to 30Hz, the QHD works at 144Hz but only without HDR.

Not sure if it was the cord or my phone but I have another cord that is a different brand and that one works just fine.

It has worked ok, but has inexplicably lost connection. Reconnecting fixed it.
