With Office 2019, you can absolutely stay current with the latest Microsoft updates. Check out this link for more information on updating your software: https://support.office.com/en-us/article/install-office-updates-2ab296f3-7f03-43a2-8e50-46de917611c5
As for upgrades, you can only install these versions of Office on one device. You'll get security updates and fixes during the supported period. To learn more about your software's supported period, follow this link: https://support.microsoft.com/en-us/hub/4095338
