The lights run the entire cord length. It's semi-bright at night, but not a nuisance. My cat was surprised at first and tries to play with the cord or stares at it for a long time. Probably mesmerized by the flashing lights haha. It works fine and I don't have any issues with it.

Charges my phone satisfactorily. I must admit that after a month or so the pulse started to fade on the end of the cord, and instead of pulsing, started flickering. Worth 15 bucks though.
