We are a well-recognized and trusted brand, and so we (like Amazon, Microsoft and others) are the unwitting subject of these scammers attempts. It's why we've invested tens of millions of dollars in our new Scam Protection features - things like genie.norton.com, where it will tell you that these PayPal invoices are indeed fake! Hi - Sorry for your trouble. Norton 360 absolutely works with Windows 11 (or we'd have millions of complaints ;). It could be that another security product is installed and needs to be removed first (normally can't have two running at the same time). It might be related to either Windows 11 in S Mode, or Windows on ARM, but both should work properly when installed through the Norton.com portal. Please contact us at support.norton.com for either technical assistance or for exercising your 60-day money back guaranty. Hope this helps - DWN
