Cheap, but doesn't seem to do the job

However when my samsung galaxy s5 battery is run down I plug this in and I can still use my phone, but the phone's battery doesn't really charge up very much, just a little bit. Maybe this device doesn't have enough stored power or amperage to charge my s5 properly, I don't know.
