Why put a limit?

I just found out about Astral Radiance and was just starting to collect them. At the rate of only 3 packs, it wasn't worth it to me, show I shipped them to my son since the hobby stores in his state don't set a limit on the number of packs and he just needs a few more to complete his collection.
