What's this valve at the end of the water line?

Although the installers connected the water line for ice and water dispensing... I had to call for another team to come back at another time to TURN ON THE WATER TO THE WATER LINE.

And each crew said they didn’t know how to do it. So disappointing. My contractor finally just got a plumber to do it.
