The sound goes up and down with each channel that is changed or changing from dvd to the antenna. Also the sound cuts out for a second or two no matter what we are watching. I don't know if it is the Samsung sound bar or the new Samsung tv.

I am sorry to see that you are having issues syncing the sound from the soundbar to your TV.
Here are two quick steps you can try:
1) Sound changing between content: To minimize abrupt volume changes between channels, use the "Sound Effect" button on the remote control and select NIGHT MODE
2) To correct sound-TV syncing: Use the "Sound Control" button on the remote control and select AUDIO SYNC. Use the < and > arrow buttons to set the audio delay between 0ms and 300ms.
