Here are a few things you can check to resolve the ARC issue:
1) Make sure the TV has the latest software version
2) Try setting the digital audio output setting on the TV to PCM
3) Try a different HDMI cable. The cable should be a high-speed HDMI cable capable of 4K/30Hz
Please note:
• If the TV provides an ARC port, connect the HDMI cable to the HDMI IN (ARC) port.
• We recommend you use a coreless HDMI cable if possible. If you use a cored HDMI cable, use one whose diameter is less than 0.55 inches (14 mm).
• This function is not available if the HDMI cable does not support ARC.

I am very sorry to see that dialogue is being drowned out and too low to hear in some scenes.
To improve your experience, press the Sound Mode button on your remote control and select Adaptive Sound. In Adaptive Sound mode, the soundbar analyzes the content and volume to optimize the audio rendering resulting in clearer dialogue.
Using Dynamic Range Control (DRC). DRC lets you apply dynamic range control to Dolby Digital tracks. With DRC turned on, loud sounds will be reduced.
1) Turn off your Soundbar.
2) While the Soundbar is off, press and hold the Sound Mode button on the remote control for 6 seconds until you see “DRC ON” shown on the display.
3) To turn off DRC, repeat steps 1 and 2 above.
I am also very sorry for the lip sync issue you are experiencing. If the video on the TV and audio from the soundbar are not synchronized, press the SOUND CONTROL button on the soundbar remote, until you see AUDIO SYNC on the display. You can then set the audio delay between 0~300 milliseconds by using the Up/Down buttons.
You can also try the below to minimize the delay:
1) Connect the source directly to the Soundbar’s HDMI input, then connect the Soundbar to the HDMI ARC input on the TV.
2) On the TV, set the Sound Delay level to 0. Home > Settings > Sound > Expert Settings > Digital Output Audio Delay: “0”
3) Change the audio format to PCM on both the source device and the TV.

Samsung sound bar

This soundbar features a powerful wireless subwoofer, as well as Game Pro Mode, Dolby Digital Plus, and DTS Digital Surround for deep bass, rich sound, and clear tones.
You can try optimizing audio performance for your specific content by pressing the SOUND MODE button on your remote, and then selecting the desired sound effect by choosing STANDARD, SURROUND SOUND, GAME PRO, ADAPTIVE SOUND, or DTS VIRTUAL:X.
You can further adjust TREBLE and BASS via the SOUND CONTROL button (looks like a gear symbol).

Our 2020 HW-Q60T 5.1ch Acoustic Beam Soundbar was designed to deliver immersive 3D sound. Speakers firing from the front, side, and top brings the surround sound to life. Adaptive Sound automatically analyzes the sound signal to optimize sound based on each scene including voices at the lowest volumes.
You can try optimizing audio performance for your specific content by pressing the SOUND MODE button on your remote, and then selecting the desired sound effect by choosing STANDARD, SURROUND SOUND, GAME, or ADAPTIVE SOUND.
You can further adjust TREBLE and BASS via the SOUND CONTROL button (looks like a gear symbol).
There are two adjustments that can be made to maximize bass from the soundbar and subwoofer:
1) Using the WOOFER button on the remote, you can adjust the volume of the subwoofer between -6 to +6 by toggling the button up or down. To set the subwoofer volume level to 0, press the button in.

When you hear static coming from your soundbar or sub, it could be from a bad signal from the TV or a poor connection. It could also be caused by interference by mobile devices placed nearby. Be sure to move phones and tablets at least 3 feet away, and make sure that all cables are firmly connected to the soundbar at both ends.
Please make sure you have the latest firmware update. You can update your firmware update on the product page of your HW-Q60T on the Samsung website.
