I had replaced the battery ring camera and solar panel thinking they were both defective. When I installed both with new ones and the weather warmed up, it charged. Today was sunny in the high 30’s and only read Connected in grey versus green (which indicates charging). I would have been better off buying an extra battery.

This would also impact how efficiently the Solar Panel can trickle charge the battery.
