We recommend checking two things: first, ensure you are using the correct size earbud tips for a tight seal, as a poor seal significantly impacts ANC performance; second, confirm that the Adaptive Sound Control feature is turned off in the Sony Headphones Connect app, as this feature automatically switches ANC modes based on your movement or environment.
