What my son wanted.....with a catch

My son received a Best Buy gift card for Christmas, but was unable to use it for this purchase. My one complain is either Best Buy or Steam VGC doesn't allow a Best Buy gift card to be used to purchase a Steam VGC. I'm curious why you can't
