Average, has green stabilizer bubbles

I bought it for 10$ and thats what its worth to me, needs WD40, lots of it, its very rough even when I loostened the screws, its not bad whatsoever, its just your average tripod. I use it for my mini-projector and it works amazing, I use it for some photography, I cant make panoramas or smooth videos, the turning is either too jagged and gets caught or too loose and shakey. Some cheap WD40 or just any other oil should help, im too lazy to try it out anytime soon. The best feature is the stabilizer bubbles that tell you if its even.

Adequate for occasional use

I would backpack with it, and if you're a professional photographer, you might want something else, but if you're just a hobbyist who is looking for a basic tripod, this is fine.
