This particular cooling fan pad is noisy. One of the blades broke completely, and was dangling off of the fan, making the noise worse. Most likely the noise was coming from the blade being broken previously. I was able to pull the broken blade out. It's still noisy. I've added a small cushion on one side between the laptop and the cooling mat, to keep it from making as much noise now. I would still recommend this cooling mat, because Targus usually has high quality accessories.

With this mat I have had no problems with it getting too hot. It is staying around 36c. The only thing I wish is that the mat would look to the laptop some how for when I'm moving around with it.

The fan noise isn't loud, but that's because the fans are extremely weak. If you have a gaming laptop it will not help with cooling down the laptop at all. It's a good stand for it though and is better than just keeping it on the table for breathability in that sense. I got it discounted so it's not worthy returning, but I recommend not wasting the money on a laptop stand with a little breeze.
