After sitting idle for about 30 minutes or so, it will suddenly go into a repetitive access mode and slow down andy disk transfers of all of the drives of my computer. This will continue until I unplug the external drive.

That's very unusual behavior. My first suggestion would be to try connecting the drive to a different USB port to see if the problem might be with the port itself. If that makes no difference then the next thing to try would be to connect it to a different computer, if you have one available.
If the problem does follow the drive then you can initiate the warranty replacement process at acclaim.toshiba.com anytime during its warranty period.
