The physical Steam gift card from Bestbuy works correctly.

I gave Best Buy $20 for this card. I then entered the code on the card into Steam. This gave me $20 in my Steam Wallet! IT WORKED!!!!

comes on hard cardboard, which is nice for fighting off angry villagers, rabid wolves, or an old lady with a purse yelling at 'you darn kids'
